High oil prices in recent years have made Turkmenistan more attractive. World crude oil prices are expected to remain high in the near future, with Brent to rise above $30/b in winter. The crude oil prices at present, with Brent close to $29/b, contain a war premium of more than $4/b. One of the other reasons why prices are high is OPEC's Sept. 19 decision in Osaka to keep its 21.7m b/d production ceiling (with Iraq excluded) unchanged through the fourth quarter of 2002. OPEC's next ministerial meeting, the 122nd, is scheduled to be held on Dec. 12 to decide the production ceiling for the first quarter of 2003. Another reason was...
