Between $2.7 million and $3.7 million have been siphoned from the federal road-building fund since a duty-free shop in Michigan began selling motor fuel without collecting federal excise taxes, according to NATSO.
NATSO contends that Manuel Moroun, who owns the busiest border crossing in the United States, is selling diesel and gasoline without collecting federal fuel taxes, forcing at least one nearby truck stop out of business and leaving other retailers fighting to survive. An estimated 15 million vehicles cross the bridge from Detroit to Windsor, Ontario, each year.
