Not all frozen pizzas are created alike, but Uncle Sam's regulations have had the effect of discouraging manufacturers who want to stray from the path of pizza purity.
With Information Resources Inc. (Chicago), reporting annual sales of frozen pizza topping the $2.6 billion mark and growing at a rate in excess of 6%, who knew that the category and its innovators were being stifled by regulations which require that all pizzas share certain common characteristics--such as "a bread base," tomato sauce, and cheese? All of that may change in 2002, and perhaps as early as the first quarter.
