The decision making system in Turkmenistan resembles something very close to the former regime of Nicolai Ceausescu in Romania. It is one of absolute authority in the hands of the President Saparmurat Niyazov, who has built a personality cult around himself. He is in charge of everything in Turkmenistan, and as such is the man who makes the decisions for oil and gas. He signs the E&P deals or JV agreements with foreign companies. The CIA calls his regime "the most repressive" state in Central Asia.
