On 07 March 2003, the U.S.-based Women's Commission for Refugee Women and Children spearheaded an awareness campaign about the pending expansion of the "Mexico City Policy" that prohibits U.S. funding of non-U.S.-based organisations that offer abortion counselling or services. This move, they claim, "will degrade health care services for refugees, especially women and children, and will endanger their lives by delaying the funding of critical health programmes with cumbersome reporting requirements."
