There have been indications from within the European Commission (EC) that the forthcoming draft regulations on chemicals will exclude certain intermediates that do not come into contact with the environment and which do not pose a threat to human health or the environment in their final use form from aspects of testing and registration under the REACH regulations.
Polymers are also reportedly exempt. However, industry insiders have warned against regarding this as a done deal. The news, which is believed to have been leaked by an industry association, came out via the Financial Times in early March and subsequently appeared in two chemicals industry magazines.
