President Saparmurat Niyazov is the man who makes the decisions for oil and gas. He signs the E&P deals or JV agreements with foreign companies. The CIA calls his regime "the most repressive" state in Central Asia.
Four factors influence decision making in Ashgabat: (1) Niyazov ruling the country with an iron fist; (2) Turkmenistan's "permanent neutrality", which Niyazov vaunts as top priority in his foreign policy; (3) Russia, always a factor reflected in major decisions; and (4) the landlocked state's efforts to build oil and gas pipelines bypassing the Russian network (see Oil & Gas Market Trends).
