Khamenei has warned the government's moderates that territorial compromise amounts to treachery. This "minimum 20%" was the decision of Iran's Supreme National Security Council, which is chaired by moderate President Mohammad Khatami but controlled by Khamenei. So when Khatami went to Ashgabat for the Caspian summit in April 2002 he could not help the gathering produce a five-way agreement, and the failure was a serious setback for Iran. It was clear that his hands were tied. But he secured a renewed commitment from the four other heads of state that any agreement over the Caspian should be made through consensus.
