Introduction At 17,000 USD, Slovenia's GDP per capita is already higher than that of Greece or Portugal and considerably higher than the GDP per capita in other former socialist countries (Schwab, Porter, Sachs, 2002). Most observers do not hesitate to explain that Slovenia's positive legacy accounts for its prosperity. In 1952, the per capita social product (methodologically close to the GDP) in Slovenia was 1.7 times higher than the average of the former Yugoslavia. In 1990, before its independence, it was already twice as high as the average, despite many official programs to develop less developed republics in Yugoslavia.
