Part 1 focuses on the need for management to assess the challenges of water scarcity and plan changes based on proper valuation and financial instruments, international cooperation, and efficient use. Part 2 analyses the problems of water scarcity and the available solutions in each main sector: water supply and sanitation; energy; health; agriculture; and ecosystems and biodiversity. Part 3 concludes by assessing the progress and new commitments made at the Third World Water Forum -- the largest and most representative meeting on water ever convened -- and sets out the priorities for action, including increased investment, institutional reform, and capacity building in the water sector.

The accompanying CD-ROM contains a searchable Actions Database of the more than 3,000 water actions sorted by geographical and thematic keywords.
