Author Bio: CHARLES M. PERRY is the vice president and director of studies at IFPA. He lives in Brookline, Massachusetts. DIMITRIS KERIDIS is an assistant professor of Balkan politics at the University of Macedonia in Thessaloniki, Greece, and the director of the Kokkalis Foundation in Athens.
