Originally prepared as a staff study in 1971, when D'Arista was a Staff Member of the House Committee on Banking and Currency, Volume 1, Federal Reserve Monetary Policy, 1915-1935 (230-3, $60), is an analysis of Federal Reserve structure, policy, and functioning in the 1931-1935 period, examining the structural factors, prejudices, and views about monetary processes that combined to shape Federal Reserve actions in the period. Volume 2, Restructuring Institutions and Markets (232-X, $75), was originally published in 1986 as a report of the House Energy and Commerce Subcommittee on Telecommunications, Consumer Protection and Finance, for which D'Arista was finance economist. Drawing on the materials developed in subcommittee hearings, the report discusses both the special role and importance of financial intermediaries in the economy and the impact of financial restructuring on the viability of the financial system itself.
