Book Description
Includes corrections through Notice To Mariners (NTM) 29/04, July 5, 2004. This book contains a complete copy of the Inland and International Navigation Rules as presented by the United States Coast Guard. The Coast Guard requires that an up-to-date copy such as this one be carried on all vessels 12 meters (39 feet) or more in length at all times. In addition to a complete copy of the USCG edition (COMDTINST M16672.2D), Paradise Cay Publications has added the following features to the Government Edition to make our book more useful and comprehensive: 1) To help when studying The Rules we have created an "Annotated Contents." There is no index in the government edition of The Rules, so this added feature will help to guide the readers to a desired rule. The topic of each subsection of the rules has been noted for quick reference along with the page numbers for Inland and International Rules. 2) We have relied upon the latest government information available at the time of printing. We contend that Navigation Rules as presented by the United States Coast Guard is a legal document, further we feel that any change in The Rules should be made by the United States Coast Guard and is not for the editor to change. 3) In this edition we have included numerous changes, which have been made by the Department of Homeland Security and the International Maritime Organization (IMO). These changes apply to vessels operating in international waters, and may be found in; Rules 3, 8, 18, 23, 31, 33, 35, and annexes I and III. 4) We have updated this edition for corrections presented in Notice to Mariners (NM) up through 29/04 (this notation means: week of the year and year of the Notice to Mariners). This edition includes all changes in Notice To Mariners through July 5, 2004. 5) We have included detailed instructions on how to log on to the NIMA website and update this Rules Publication.
