About the Author
Janne E. Nolan serves on the faculty of the international security program at George Washington University. She is the author of numerous books and articles, including "An Elusive Consensus: Nuclear Weapons and American Security after the Cold War" (Brookings, 1999). Bernard I. Finel is executive director of the Security Studies Program and the Center for Peace and Security Studies at Georgetown University. Brian D. Finlay is the director of the Nuclear Threat Reduction Campaign, an initiative of the Vietnam Veterans of America Foundation. Most recently, he was a program officer at The Century Foundation.
