Church-State Relations in Zambia: A Policy Proposal SYNOPSIS Born in Zambia in 1963, Banda was ordained to the priesthood in 1994. In this study, the author reviews the teaching of the Catholic Church on Church-state relations, through a historical profile, analysis of the importance and influence of the pronouncements of Vatican II, and discussion of canonical implications on Vatican II on religious freedom. Banda then formulates a policy proposal for Zambia, identifying areas of common interest between the Church and state warranting cooperative regulation, and areas which are strictly Church affairs in which the Church claims total freedom from state interference.
