Blowback: Linguistic Nationalism, Institutional Decay, and Ethnic Conflict in Sri Lanka SYNOPSIS To fill a gap and a satisfy a need in his profession, DeVotta (political science, Hartwick College, New York) explains causally how and why a passive and nonviolent ethnic group ended up unleashing one of the 20th century's most violent secessionist conflicts. Using institutional analysis, he argues that ethnocentric practices of successive Sri Lankan governments since the middle 1950s led to a milieu in which the island's institutions failed to deal dispassionately with the Tamil minority.
