Performance Budgeting for State and Local Government SYNOPSIS Kelly (urban studies and public service, Cleveland State U.) and Rivenbark (governance, U. of North Carolina at Chapel Hill) present an introduction to the theory and technique of performance budgeting that attempts to bridge the gap between the general and technical literatures. They suggest that performance budgeting, which relies on performance measurement and reporting to inform allocation decisions, has been adopted with more enthusiasm than understanding and insist that it must by implemented within the constraints of political and legal mandates. They first describe the conceptual and historical development of the practice. The remaining chapters explain the management tools of performance budgeting, with chapters on planning, performance measurement, benchmarking, and evaluation.
