Focusing on copperbelt towns, the book provides a critical analysis of the development of urban policy in Zambia. Aspects of conflict and co-operation between different interest groups and - where relevant - their economic relationships are explored and a structural conflict model of urban management is proposed. The book concludes that, with proper management, existing and emerging sectional interests in urban areas can help provide conditions which foster the formulation of equitable urban policy.

SYNOPSIS

Having grown up in Lusaka and now working in London, Mutale explores the global debate on the emergence of urban management as an academic discipline; reviews selected literature on the study of colonial cities; and offers a case study of Nkana-Kitwa, one of the towns on Zambia's Copperbelt. He argues that in addition to being a technical process, urban management is also a political process through which decisions about resource allocation are made, and suggests a moral and ethical framework for guiding urban policy.
