Based on extensive interviews with key decision makers, Bennett (U. of Cambridge) and Payne (U. College Dublin) assess the impact of change in local and regional economic development policy under the British Labour government. They analyze the negotiation process that has developed in four areas of government policyregional development agencies, New Deal local partnerships, local learning and skills councils, and small business service and business linkand show how different interests have combined or conflicted and who the final winners and losers have been.
