The March 1998 conference that generated the 16 papers was called by the School of Oriental and African Studies at the University of London, and so was presumable held there. Most of the contributors are British specialists in Africa or development. They consider land reform in the context of president Mugabe's 1997 shift from a willing- seller and willing-buyer system to an accelerated program with compulsory acquisition, and the resulting debate across the continent and around the world.
