RICHARD H. CLOUGH, ScD, is Professor of Civil Engineering Emeritus and former dean of the College of Engineering at the University of New Mexico. GLENN A. SEARS, Engineer, is Professor of Construction Engineering and Management Emeritus at the University of New Mexico. S.
